Working Group on Trade and Investment Joint Task Force Meeting (JTF) RI - ROK II

Implementation of this Joint Task Force meeting is the second meeting held on 25th to 26th March, 2010 in Seoul South Korea. The meeting was preceded by a working group meeting took place on 25th March, 2010. At the opening ceremony, Indonesia government in its speech represented by the Plt Deputy Coordinating Minister for Economics for international economic cooperation, Erlangga Mantik and from Korea represented by Deputy Minister the Ministry of Economic Knowledge, Mr. Kim Kyung Shik. In its opening both of them stated this cooperation is held in order to improve relations between the two countries through various areas of cooperation and in the future being expected there will be next meetings to evaluate progress of each agreed cooperation.

The working group meeting was divided into 8 (eight) working groups, they were:
1. Working Group on Trade and Investment
2. Working Group on Forestry and Agriculture
3. Working Group on Energy and Mineral Resources
4. Working Group on Infrastructure and Construction
5. Working Group on Defense Industry
6. Working Group on Information Technology
7. Working Group on Research and Development
8. Working Group on Policy Support and Financing Development

In the Working Group on Trade and Investment, Indonesia was led by DR. Lucky Eko Wuryanto, Deputy Capital Investment Planning, BKPM, while the Korean was led by Park Chung Won Director General Bureau of Trade and Industrial Cooperation, Ministry of Economic Knowledge.

The meeting was held to advance the field of trade and investment between the two countries. Korean conveyed some of obstacles and difficulties they have been facing in Indonesia, particularly in terms of provisions on Investment Negative List (DNI), a new mining law, as well as recognition of certificates of origin issued by the State that are not from the ASEAN-China FTA (ACFTA).

While for field of standardization, - Korean proposed to follow-up the discussion on Cooperation between standards bodies (Korean Agency for Technology and Standards (KATS) with BSN), by proposing the execution of MoU on Cooperation on Standardization and Conformity Assessment. - Discussed concern by the Korean steel company about the requirements that must be met in order to obtain SNI certification.
 
Under the discussion in the field of standardization in this working group, the National Standardization Agency for Indonesia was represented by Principal Secretary DR. Ing. Amir Partowiyatmo and Head of Standardization Cooperation Center Ir. I Nyoman Supriyatna, MSc. While the Center for Standardization Ministry of Industry was represented by Gilang Priyadi and Sutarto. Korea was represented by the Director of International Standards Cooperation Division, Jong-Ku Yoon PhD and Kug-Hyun Song PhD from the Technical Barriers to Trade (TBT) Division, Korean Agency for Technology and Standards (KATS).

From the discussion in the field of standardization, both parties agreed on the MoU for cooperation in the field of standardization and conformity assessment and the execution of MoU will be held on March 26, 2010 in conjunction with the signing of agreed minutes result of the Joint Task Force II Indonesia-Korea.

Related to the Korean concern on SNI certification particularly for steel products both parties agreed to conduct further discussions by regulators of both parties. (AP / INS)
